Who owns rainwater?

As part of our continuing monitoring of the ongoing environmental crisis we ran across an article saying the government owned rainwater. Well, it’s a bit of an exaggeration, but there are some U.S. state governments that do claim that they own rainwater and can regulate its use. As you might expect, these states seem to be found in the arid west, notably Colorado and Washington. It’s an interesting and to me an example of government once again overstepping it’s authority. Certainly I think any rainwater I capture off my roof is my own. As water supplies continue to shrink, we can expect to see more and more regulation of water supplies.
